What about provincial programs?

Many provinces have Express Entry-aligned streams. A nomination through one adds 600 CRS points. Some streams, like Ontario's Workforce Priority stream, have their own scoring systems outside Express Entry.

What are the CEC eligibility requirements?

At least 12 months of full-time (or equal part-time) skilled work experience in Canada in the last 3 years, with valid status, and at least CLB 7 (TEER 0 or 1 jobs) or CLB 5 (TEER 2 or 3 jobs) in all four language abilities. No proof of funds or education requirement.
